Minecraft Shaders and Resource Packs Guide
Shaders and texture packs cost performance in completely different ways, and one of them is far cheaper than people assume.
The short answer
Resource packs affect performance mainly through texture resolution, with high-resolution packs consuming significantly more VRAM while having little impact on frame rate on capable hardware. Shaders are far more demanding because they add lighting, shadow and reflection calculations to every frame, and are GPU bound in a way base Minecraft is not. Installing shaders requires a loader such as Iris or OptiFine, whereas resource packs work natively.

Shaders and texture packs get grouped together and they should not be. They cost completely different resources, and one is far cheaper than most people expect.
Texture packs consume video memory. Shaders consume graphics processing. Knowing which you are short of determines what you can run.
The counterintuitive part
A high-resolution texture pack is nearly free on a card with enough VRAM. A shader pack is expensive on any card. People routinely assume the opposite.
What each one costs
Base Minecraft is CPU and chunk bound rather than GPU bound, which is why a modest graphics card runs it beautifully. Shaders invert that entirely, and suddenly the graphics card is the limit.
Installing shaders properly
The current standard is Iris plus Sodium. Sodium is a performance mod that substantially improves frame rate, and Iris adds shader support on top of it.
That pairing is faster than OptiFine on most modern setups while supporting the same shader packs. OptiFine still works and remains a reasonable choice if you rely on its other features.

Choosing a shader pack
Pick by weight rather than by screenshots, because every pack looks good in a screenshot taken on a powerful machine.
Light packs add improved lighting and shadows at a manageable cost, and are the right starting point on mid-range hardware.
Medium packs add water reflections and better skies. Reasonable on a modern mainstream card.
Heavy packs add volumetric lighting, detailed reflections and path-traced effects. These want a high-end card and will still cost you most of your frame rate.
Start lighter than you think and move up. Running a heavy pack at thirty frames per second is a worse experience than a light pack at a hundred and twenty.

Can I use shaders on Bedrock Edition?

Bedrock has its own render dragon system and marketplace texture packs with some visual effects, but the elaborate community shader packs are a Java feature. This is one of the more meaningful practical differences between editions.
